First Term Results
Teamwork, sound strategy, and stabilized staffing has allowed Mayor Rayapati and the Moline City Council to deliver many quality services and programs to our community. "Team Moline" continues executing the objectives developed in our Strategic Plan which can be found here. Check out the monthly "Status and Information Reports" that are on the city website. Highlights from the last four years include items 1-8 below.

Riverside Riverslide Pool
If you haven't had the pleasure of checking out the new pool, you're missing out! New slides, a lazy river, and a splash pad that's accessible before the pool opens for those young early risers are some of the new features of this upgraded amenity. Our partnership with the YMCA has yielded positive dividends and we're looking forward to another successful season in 2025. The pickleball courts completed nearby are also part of this evolving park and are always busy. These were smart investments for the people of Moline!

Road Pavement and Sidewalk Replacement
Our community stated loud and clear that road repair was a major priority. We used a new Pavement Condition Index to prioritize road repair and reconstruction and have significantly increased this work. We need an additional $3 million per year to make a significant dent in our road network condition, and we're slowing adding more money in that direction so that we don't get behind in road maintenance. We also invested in sidewalk replacement and repair program to make it easier for kids to get to school and residents to walk safely throughout the city.

Downtown Housing
While increasing housing stock of all kinds remains a focus for all parts of our city, we've been able to work in partnership with Renew Moline to move forward on downtown redevelopment for urban living. In addition to new apartments at the old JCPenny building, there are more units in the pipeline that will help bring more life and business to our vibrant downtown.

Metronet Installation
Having a second broadband provider was another priority for our community, who had grown frustrated with our lack of options. We not only secured a second provider, Metronet, but we got full coverage across the city at no cost to our taxpayers. Installation is set to be complete by autumn 2024.

Business Success
We know that economic development is the lifeblood of our city. We allocated $1.2 million of American Rescue Plan funds for small business start up and expansion through our B.O.O.S.T program and worked diligently to attract and retain businesses to our community. The expansion of Parr Industries on the east side of the city was an incredible opportunity to invest in an area that had been forgotten for some time. It saved jobs and dollars. We're looking forward to seeing what more redevelopment is possible in that area and beyond.

This new program launched in 2024 to help us "walk the talk" on the quality of housing our residents have access to. Smart investments in personnel to enforce our standards are already yielding results, with non-compliant owners being sent to court and improvements made to living conditions. There will be rounds of assessment and improvement but we're moving forward on accountability measures.

Ordinance Updates
Moline's Code of Ordinances is our guide for how we want the city government to function. It's all part of how we manage public health and safety and development. From rules governing the sale of alcohol, to rules for contracting and construction, public art and the reboot of the Human Rights Commission, updates over the last three years have improved many aspects of life in Moline.

Smart Budgeting
Moline is benefitting from Mayor Rayapati's vision for both long and short range budget planning. For too long budgeting only looked at what was needed for the next year, leaving many necessary projects neglected, like roads and sewer infrastructure. In the last three years we have commenced three-year budgets and added a 10-year special projects fund so we can pay for the big projects we know we need--riverfront redevelopment, a new central fire station, and more.
